newbie pk12util question

I downloaded the NSS 3.2.1 and NSPR 4.1.1 optimized binaries(WINNT)  and installed them . When i try to run pk12util , it throws an error...
pk12util: NSS_Initialize failed: security library: bad database.

what gives?
