I tried to get Netscape to do a secure time service too, but was met with an amazing lack of interest. Does anybody have any info about the old Bell Labs internal document timestamping system? About all I remember about it is that a cumulative hash of the individual document hashes was built up over the course of a week, and then the final value was published in a classified ad in the New York Times. (IIRC, the Times had to be reassured that the ads weren't secret spy messages or some such.) Back when I was advocating the time server, I tried to find papers about this, but couldn't.
