Yes.  Since NSS is open source software, you are free to
modify it to suit your purposes.  I just wanted to point
out the caveat that the NSS team only support the standard
NSS distributions.

Like I pointed out before, often a function is not exported
simply because nobody has asked us to export it.  I urge you
to suggest which functions should be exported by NSS before
making your own customization.
