I don't know.  This is probably a bug in NSPR 4.1.2.  What Windows
versions are you using?  Kenneth Robinette reported before that
NSS does not work with NSPR 4.1.2 on Windows 9x.

I will provide NSPR 4.2 binaries on ftp.mozilla.org, but note that
we *built* NSS 3.4.x with NSPR 4.1.2.  We *tested* NSS 3.4.x with both
NSPR 4.1.2 and NSPR 4.2.  Note that the testing done by our own team
was on Windows NT 4.0 and 2000 only.
