Downloading that content type from a web site should work. Do you have
an example page where I could try to reproduce the problem with?

I realize, when downloading such a cert from a web site, Mozilla does
not bring up an import dialog, but imports it silenty.

Could you check at edit/prefs/privacy/certs/manage whether the "Other
People" tab contains the cert you are trying to import?
