I'm using Netscape 7.1 on Linux, and nss-3.8 and nspr-4.3 (both from binary download).
When I do:
#certutil -L -d /root/.mozilla/default/0s8...../cert8.db
it reports:
certutil: NSS_Initialize failed: security library: bad database.
The argument to the -d option is the name of the directory that containts the cert DB file, not the name of the cert DB file itself. So, take off that /cert8.db, and it should be fine.
