security/nss/lib not in $PREFIX/include

Should the header files from mozilla/security/nss/lib/*/* be installed 
in $PREFIX/include?  I am having trouble getting Gaim+SSL compiled 
because the Gaim source cannot locate certain header files which live in 
mozilla/security/nss/lib/*/*.

Here is my buildconfig.  Any input is greatly appreciated.
