I have disabled all CA certificates on my PC except those of the
three CAs vetted by the California Secretary of State, plus one
other vetted by my ISP. I'm not deleting the others (just
disabling them) because they might be accredited or otherwise
audited in the future, and it's too hard to get new copies.

The only way to "delete" the other built-in certs is to remove the built-in module altogether. Otherwise, you can only remove the trust. Which in practice should have the same effect.
