This has all worked fine for years now, and I am surprised at the recent vociferous attack on this scheme. Perhaps someone didn't understand how it works.
This has been a bad process for years now. Moving tags is bad release management, for reasons I've previously explained.
The process of moving NSS_CLIENT_TAG apparently involves making fixed date-based tags. A minimally sane procedure would have client.mk pull from these date-based tags.
