Jim asked for tools that create cert *7*. NSS switched from cert7 to cert8 in NSS 3.7 (IIRC). Beginning with that version of NSS, NSS will automatically convert cert7 to cert8, and thereafter use cert8, making no further updates to cert7.
So, IFF Jim really wants to create (or edit) cert7, and not cert8, he must use an older version of NSS, such as NSS 3.6.
(If I'm misremembering which version of NSS was the last to use cert7, somebody please correct me. Thanks.)
