I did some browsing through LXR and found the recent updates for the XPI option in signtool are available when browsing in the security section but are not in SeaMonkey, which I'm sure is the way it's supposed to be. But can anyone tell me how to get current NSS code? I'm guessing it's some special tag.
No, the special tag is for SeaMonkey.
You will get the latest NSS with HEAD, and the latest Mozilla nightly version with NSS_CLIENT_TAG.
