But NSS does not understand the qualified certificate field and does not process it, so it must reject the certificate.

I don't know if a user agent is supposed to do anything to 'process' the qualified certificate field.
If it doesn't, maybe just patching NSS to accept the field would be OK.

I just added some more comments and questions to that bug.

Anything you gentlemen (or any other readers of this message) can do to
help clarify what must be done to honor that particular "qualified statement"
would help hasten the day when NSS and mozilla implement it.
