JSS 3.x supports 1.2 or higher, so release engineering
builds with JDK 1.2 and Java Cryptography Extension JCE 2.1.

Modifications were made so that JSS builds with 1.4 since JSS 3.2, but
RE does not build with JDK 1.4, RE likely will build with 1.4
for JSS 4.x version.
