Depends on the way it's done; for example, we could use an informational message and not a dialog per se. But in any case this is Gerv's proposal, so comments should be directed to him :-)
But my comment still stands... People will constantly see a new "message" regardless of if it's a popup, those bars that appear when firefox blocks a popup, or whatever, people will notice these bars the first few times, and then promptly ignore them, especially if SSL becomes more wide spread...
