I tried to run Mozilla 0.9.5+ on PC with Pentium-S 75 CPU running at 
100/66 Mhz with 24Mb RAM. I was able to use one browser window w/o any 
problems although it was not very fast. You have to enable swap space 
for Mozilla to work on such system.
For WM I used Fvwm2 with Fvwm-themes which is not very memory hungry. 
But there are probably WMs that have even lower memory requirements.
