netscape.public.mozilla.documentation and loudly proclaimed:

The latter.  The former was part of an attempt to work out a re-org for m.o 
itself, IIUC.  It's since been co-opted at least in part for d11n -- er, 
documentation -- purposes, since it provides a relatively easy way in which 
docs can be worked on.
