The online help contains this explanation of Junk Mail Controls

This explanation appears incorrect. Junk Mail Controls in fact also run whenever any folder is opened, resulting in mail previously sorted by message filters being marked as Junk and moved to the Junk folder or deleted, depending on the settings.

There is an ongoing discussion of whether the current behavior is appropriate or whether there should be some enhancement to the Junk Mail Controls.

In any event, I think the description above is misleading and should be corrected to match the actual behavior of the Junk Mail Controls.
