Flags work just like the review flags in the Core component. Who you need to ask for review depends on what you're doing. Basically, you need the document owner's review before making any major changes. Minor changes like fixing spelling and obviously broken links don't need review. Flags got added because it makes requesting and tracking reviews easier; until now the webmaster component had been using the old system. ("CC or email person and have them add an r+ comment")
