I don't understand why anybody _wouldn't_ want it the simpler way . . . but it seems most people think more code is better.
The number of characters difference between strong/em and b/i are trivial in the scheme of the things. The difference is that strong and em are markup that indicates a function; b and i are markup that indicates a presentation, which properly should be part of the style system.
For email, that's probably a fairly moot point.
