We're getting requests to allow java to be disabled on a per top-level-window basis (including sub-documents/frames). It's been proposed that, as a sort of plugin in it's own right, java be clumped into the "plugin" category for enable/disable. nsIWebBrowserSetup already permits the disabling of plugins.
