There's an nsIDOMWindow attribute in nsIWebBrowser.idl. You can get the nsIDOMWindow from nsIWebBrowser by calling GetContentDOMWindow(). The user can access the DOM with this.
You can get nsIDOMDocument from nsIWebNavigation.
