I am currently working on making the GRE a usable embedding system, and that now involves separating the GRE localization from that of seamonkey/firebird. The GRE localization will involve one .jar file, and will not use the chrome registry (see bug 215212 for a description of the resource://gecko-locale/ protocol that will be used).

I wanted to give localizers warning before this change takes effect, which may happen before seamonkey1.7a or very soon thereafter. In order to make this effective, I'm going to have to add to the XPinstall File API to allow localization XPI packages to install a GRE localization into the GRE path.
