Use CSS. See http://www.w3.org/TR/CSS21/ui.html#cursor-props

Which type of use is this for? E.g.

A. A web page author, wanting to make the mouse pointer change
when over specific parts of your web page.

B. A browser user, wanting to customize your own browser.

I have (rightly or wrongly) assumed you are asking for 'A'.

AFAICT this question isn't about embedding, so you may get
better replies by asking in another more related group.
