Yep.
I ask this because the nsIBaseWindow interface is not part of the dist/sdk/include folder and I assume that dist/sdk points the the "real" gecko SDK?
It does... In 1.8, we hope to have nsIBaseWindow in the SDK. At the moment, the SDK is not quite as complete as it should be. :(
