The point of putting mozilla.org issues (policies, Web site, 
newsgroup naming, administrativia, etc.) in a group called "mozilla-org" 
is to separate those issues from "general", because most of the noise is 
likely to be dumped into "general".

The description of "mozilla-org" just looks restrictive. I think there 
is an implied phrase "mozilla.org issues such as but not limited to" 
lurking in the desciption.
