I filed a bug 80274 on it. The problem is much wider than Dvorak
keyboard. It affects everyone who uses a keybord setting non-standard
for his country. And these means all users in Poland and Czech Republic
as the "official" keyboard mappings in these countries are theoretical
(that is the keyboards are no longer manufactured).
As this bug changes an OS setting (at least for the current Windows
session) it is a really nasty one. It should be fixed really soon. If
Mozilla 0.9.1 has it it would make a really bad press for the browser in
the affected countries.
The bug is not even assigned. I believe I will 0.9.1 keyword just to
stir things up a bit (even as it is probably unrealistic).
One more thing: if it is not fixed by 0.9.1 it just *must* go to the
Release Notes.
