cache directory and preferences cleanup

The patch for bug 85054 has landed, which fixes a number of issues relating to cache preferences.  The most noteable changes include:
  1. Renaming the default disk cache directory back to Cache from NewCache.  This has the side-effect of mixing stuff from the old cache (moz 0.8.1 and older, including netscape 6.01) with stuff from the new cache if you still have the old cache lying around.  I've opened bug 88146 to track this issue.
  2. Making a disk cache size of 0 disable the disk cache (the reason d'etre for bug 85054).
So, if you notice problems/regressions possibly related to cache preference changes, PLEASE add them to bug 85054.
