You can configure it, but not via the user interface. Add the following
line to your prefs.js file:
user_pref("mail.biff.sound_file", "C:\\winnt\\media\\incoming
transmission.wav");
Obviously substitute your path and file name as appropriate. And, FWIW,
the sound feature seems to be broken in the most recent win32 nightly
builds.
