First off, IE only makes favicon requests in the event of a bookmark. 
Second, IE accounts for nearly 90% of my pageviews, while Mozilla-based 
browsers total a little under 1.5%. It's a simple question of 
cost-effectiveness.

Moreover, I don't know that there's anything IE users can do to disable 
these requests. Is there?
