Incremental Page Loading (or lack of it?)

Is it me, or is there hardly any incremental page loading anymore (win2k
tip)?  I don't see it on most pages, regardless of length or complexity;
things "freeze" as the page lays out, and then everything comes up at once
(most of the time) .
