Gecko has no fixed size. A lot of stuff may be optional depending on your
requirements. The nightly embedding builds for Win32 weigh in at a 3Mb zip
file and 5Mb for Linux and contain the files necessary to run the embedding
smoketests.

The ActiveX control is part of the Mozilla nightly builds so it can be picked
up from there. Info is here:

netscape.public.mozilla.embedding is the newsgroup that deals with Gecko
embedding issues.
