Moz 1.3a win2k

Attached is a minimal(ish) case where an unclosed <a> leads to odd rendering. Is not closing an <a> too horrible for the layout engine to work round or should quirks mode be able to cope? Certainly moz handles unclosed <a>s better in other contexts, and (sorry to mention it) ie6 manages fine.

Just in case not everyone experiences the same behaviour with this testcase, what I get is the a:hover behaviour applying to all text in the table.

Anyway, does this count as a bug?

PS: (1) I derived this example from a real page out there on the web, I know the html is horrid and I would never write anything so non-compliant. (2) Yes I know about bugzilla but I'm not familiar with layout issues and I don't know how far moz expects to go in working round broken html.
