Daniel, I think what this is saying is give highest preference to the
ISO-8859-1 charset.  (q = 1 by default).  Utf-8 and all others
would be given lower preference.  I'm not real sure if the
utf-8;q=0.667 was necessary, it seems like the * would cover it.
