I have filled a bug on this, but was requested to discuss.
I'm telling that in Offline mode localhost still must be accessible!
(Also PSM Help depends on this - It is use it's own http server do show
help pages - In offline
mode it is not works).
But some people use also local webserwers (even if they have no
internet connection).
Other idea was - to make a list in preferences "display this hoosts in
offline mode".
And add there 127.0.0.1, localhost and "hostname" by default.
