To be precise, just one of the examples is wrong.

Not quite. The RFC 2396 algorithm isn't exactly the same as that in
RFC 1808. But it does agree with RFC 1808 on the one example I gave.

Implement the RFC 2396 algorithm to the letter, and validate it
against the RFC 2396 examples, but expect exactly one failure.
