So what is supposed to happen when I press "F1" in RC3?

I pressed "F1" and nothing happens. I used E.EXE and pressed F1 and the 
help comes up.
I tried MED, Freelance, WordPro, WebExplorer :-) and F1 brings up help. 
Nothing exciting happens.
Everything is up and running at the same time, including Warpzilla.

I am running RC3, and the system is MCP1+fixpak2+no other mods (like 
desktop enhancers and stuff).
