Please explain to me how a component owner is going to get notification of a
patch if the bug is assigned to someone else and he isn't cc'ed.  This
would, of course, be easier when component watching is set up.  I don't
think it's fair to ask a component owner to query for bugs with the "review"
keyword in his component daily, or ask super reviewers to constantly scour
the list of "review" bugs.  If people have a patch they want reviewed, it's
not much trouble to fire off a quick e-mail to the person they want to have
review it.

New contributors who are submitting patches should have read
http://mozilla.org/hacking/reviewers.html, which clearly outlines this
procss, anyways, so that isn't really an argument.
