open in new window regression?

Is it just me or has there been a bug where you very quickly can't open
any more new windows via right click->open in new window?  You can open
a new window then paste the URL in, but you can't open a link in a new
window.

This is in on win32 with the nightlies for the last week or two..

Is there a bug on this?
