Well, it's not. Under GNOME, it's possible not to even have a toolbar, 
and I've never seen anything manage to make it blink anyway. But I don't 
really miss the blinking. If I'm loading a page, I'm bound to go back to 
look at it eventually, at which point I should see any modal dialogs 
that are attached to that window.
