Top down requirements analysis doesn't work. You ought to read Donald Knuth on 
his web concept of programming as being an alternation between the high and low 
levels. 

But this discussion is pointless. Go and learn to program and find out for 
yourself whether programs can be developed in the way you describe. Then you 
can come back and tell us we are doing in in ways that are wrong.
