The user will always be asked for permision. Beyond that, there's no way to disable all privileges from prefs. If you are able and willing to build Mozilla from source (there's instructions for this on the website), I can give you a simple modification of the code that will accomplish what you want. Just let me know.

Well, you will be asked for permission even if it is signed, of
course... does even that bother you?
