If I were truly in luck, these features would be in the base product, where
they belong.

Even then, this type of feature isn't enough.  You need to be able to
set up an arbitrary number of security categories, each with its own
settings, and then put each site into a category (with one or more
default categories for sites that have not been otherwise classified).
That's how MSIE does it, and it's a good way to do it (the only thing
MSIE is missing is the ability to define new categories, as it only has
three or four defined by default and that's not usually enough).
