The 1.7.5 SDK does not have the DLLs. For those, you will need a copy of a recent Mozilla release. The 1.7.5 SDK gives you the necessary header files, import libraries, and build tools (e.g., xpidl) to allow you to build XPCOM components. You do not actually need regxpcom. The tutorial you are using is probably out of date :-(
If you drop a component in a Mozilla or Firefox components directory, then create a file along side that directory named ".autoreg". If Mozilla or Firefox sees that file the next time it is launched, it will register any new components.
