[MP3 ENCODER] kmpg supports VBR

Recently I remember to read that mpg123 was the first or only 
mp3 decoder supporting VBR but due to a conversation with the
author of kmpg (KDE mp3 player) his player already supports VBR 
for a while.
What might be interesting, not only given the recent discussion, 
is that his player is based on another engine.
So it might aid testing lame output with it.
