I second your suggestion.

Please have a look at the Info about the DirectXmedia SDK I've included in the other 
mail.

I'm not actually involved in C++ programming, but I hope it's not such a difficult 
task to use the SDK to make a Windows ACM from LAME. I guess the main problem are the 
tons of weakly organized MS documentation, to get the right hints out of it.
I hope there would be no rewriting of core code necessary, just some interfacing.
