Alas, they aren't. They are plugins only.
They are also much different. The Nero version is more powerful in that it can encode 
10x real time speed with respectable results. It also has slower modes but I hardly 
use them. For about 15$ it's a good deal and Nero itself is the CDR burner I use 
anyway, street price also 15$.
I wish someone turned the Nero dll into an ACM codec. Would be a blockbuster app for 
real time video (if someone's interested in high quality video grabbing and encoding, 
I've put some info on a website (http://www.freenet.de/codecpage).

BTW Cool Edit 2000 has a declick/depop plugin that really works. 100%.
