Yes, it is an slightly modified MPEG1 LayerII encoder/player with some 
improvements of the psychoacoustic model, which allows it to get a better
quality compared to MPEG1 LayerII encoders at lower bitrates. 

I don't think that it is better than Liquid Audio (AAC).
