[MP3 ENCODER] relation #samples, ms, frames ??

Hello,

could anyone please tell me (where to find info) about the relation
between #samples (in the wav), ms (milliseconds) and #mp3frames (how long
is each frame exact? (short,long?))

I'm thinking on updating the spec (http://albumheader.cjb.net/) of the
'AiD'.

btw: how do you people think about a non-mp3-frame-compatible tag
(like ID3) VS Xing (is mp3 frame)?
