[MP3 ENCODER] lame with 24 bit PCM input

Is there any possibility to 
  * feed lame with 24 (or may be 32 bit) PCM data?
  * to decode a MP3 to 24 (or may be 32 bit) PCM data?
  * To use an own float -> short quantizer?
