Yes: modifying the global_gain field in each channel of each granule in a
Layer III frame has the effect of amplifying or diminishing the decoded signal
in increments of 1.5 dB.

There is apparently no quality loss associated with this change as long as the
signal is not amplified so much as to cause clipping.
